What kind of make up do celebrities wear on the eyes to take pictures?

Hey. If you check the pictures of celebrities with and without make-up the big big difference is on the eyes area. I tried with shadow, eye liner and mascara and I can not get rid of that effect �What is it? Is it the eye bags? Is it the dark circles?
